Eskom has been described as the single largest threat to the South African economy due to the size of its debt and its inefficiencies. The State President has just announced the unbundling of Eskom into three separate companies - generation, transmission and distribution. He has also promised an “Eskom paper” by mid-September that is expected to give direction to our future electricity industry. Some of Eskom’s customers owe over R30bn while the organisation itself has been labelled ‘too big to fail’. What lessons can South Africa learn from the international experience of reforming electricity supply industries?
